Project Manager – Telecommunications (Federal Programs)
- Location: DMV or Atlanta
- Reports To: VP Clearance
- Requirement: Ability to obtain clearance
Position Summary
We are seeking a highly skilled Project Manager with strong program management capabilities to lead and coordinate telecommunications projects within the federal market. The ideal candidate will have experience overseeing multiple concurrent projects, managing cross-functional teams, and ensuring delivery of secure, high-performance voice, data, and network solutions for federal agencies. This role requires a strategic thinker who can operate at both the project execution level and the broader program oversight level.
Key Responsibilities
- Lead end-to-end planning, execution, and delivery of telecommunications projects within federal agency environments.
- Oversee multiple projects as part of a coordinated program, ensuring alignment with contract requirements, schedules, and budgets.
- Act as primary point of contact with federal stakeholders, contracting officers, and program managers.
- Manage risk, issues, and change control processes to ensure program stability and compliance.
- Coordinate resources across engineering, provisioning, field services, and subcontractors to meet delivery milestones.
- Working understanding of federal acquisition regulations (FAR), security requirements, and agency-specific policies.
- Track and report project and program performance metrics, providing clear status updates to both internal leadership and the customer.
- Facilitate program-level governance meetings, reviews, and performance assessments.
- Maintain documentation including project plans, schedules, risk registers, and communication plans.
Qualifications
- Bachelor’s degree in Telecommunications, Information Technology, Business, or related field; or equivalent work experience.
- 5+ years of experience managing telecom or network infrastructure projects, with at least 1-3 years in a program management or portfolio oversight role.
- Experience working with federal agencies and familiarity with government contracting processes.
- Proven track record delivering projects involving voice, data, fiber, wireless, and secure communications solutions.
- Strong understanding of federal security requirements, including FISMA, FedRAMP, and related compliance frameworks.
- Proficiency in project management methodologies (PMBOK, Agile, or hybrid approaches).
- Excellent communication, stakeholder engagement, and leadership skills.
Preferred
- PMP and/or PgMP certification.
- ITIL Foundation certification.
- Experience with small to large scale telecom modernization or network transformation programs in federal environments.
- Knowledge of telecom service delivery including SIP trunking, UCaaS, dedicated internet access, metro Ethernet, and private line services.
- Any current federal security clearance is helpful but not required. Must be capable of getting basic clearance levels.
Utility Locate Technician
Job Description
The Utility Locate Technician plays a vital role in maintaining and ensuring the operational integrity of AOC Connect's fiber network. This position requires regularly performing mark-outs of AOC Connect fiber assets in the Washington, D.C., Maryland, and Northern Virginia regions in response to utility locate requests. The ideal candidate will possess excellent problem-solving skills and the ability to work efficiently under pressure.
Work is hybrid, with the work location split between remote (work from home) and utility locate work based out of our office in Ashburn and in the field.
Key Responsibilities
1. Network Mark-outs and Documentation:
- Regularly perform mark-outs in response to utility locate requests.
- Conduct field inspections and update network asset documentation, including fiber pathways, splice points, and equipment locations.
- Ensure accurate as-built records and update GIS and network management systems as required.
2. Preventive Maintenance:
- Perform routine inspections and maintenance of fiber network components to prevent outages and service degradation.
- Identify potential vulnerabilities and recommend proactive solutions.
3. Support Ongoing and Future Network Projects
- Support fiber projects and buildouts in the field, including, but not limited to, fiber splicing, conduit and enclosure work, and cable pulling.
4. Outage Response and Restoration:
- Respond promptly to network outages and collaborate with the Network Operations Center (NOC) and field teams to ensure minimal downtime.
- Assist with troubleshooting and repair fiber optic cables, splices, and related infrastructure where necessary.
5. Collaboration and Communication:
- Work closely with internal teams, contractors, and third-party vendors to support project objectives and network integrity.
- Communicate effectively with stakeholders, providing status updates and resolution timelines.
6. Compliance and Safety:
- Adhere to all company policies, safety standards, and industry regulations while working in the field.
- Utilize appropriate personal protective equipment (PPE) and follow established safety protocols
Qualifications
- High school diploma or equivalent; additional technical certifications or training in telecommunications or networking preferred.
- Familiarity with GIS systems, utility locates, network schematics, and as-built documentation.
- Experience with fiber splicing, testing, and troubleshooting tools, including OTDR, fusion splicers, and power meters.
- Valid driver’s license with a clean driving record; ability to travel throughout the D.C., Maryland, and Northern Virginia region.
- Ability to work in various environmental conditions, including outdoor and confined spaces.
- Strong problem-solving and critical-thinking skills with attention to detail.
- Excellent communication and teamwork abilities.
- Must be a US citizen.
Physical Requirements:
- Ability to lift and carry up to 50 pounds.
- Ability to walk medium distances w/ light equipment (paint wands, network locators, etc).
- Capability to work flexible hours, including evenings, weekends, and on-call rotations, as required.
Business Development Sales Executive – Europe, SWA & Africa

Position Summary
We are seeking a driven Business Development Sales Executive to lead growth efforts across Europe, Southwest Asia (SWA), and Africa. The role will initially focus on expanding AOC Connect’s presence within DISA, DoD, and NATO programs, while strategically pursuing new opportunities in commercial and enterprise markets as the region matures. This position offers the chance to shape AOC Connect’s long-term regional strategy, develop key partnerships, and drive revenue growth in diverse markets.
Key Responsibilities
- Develop and execute business strategies for growth across Europe, SWA, and Africa.
- Build and manage relationships with DISA, DoD, NATO, and allied organizations.
- Identify and capture new opportunities in government, defense, and commercial sectors.
- Manage the full sales lifecycle—from opportunity identification to contract close.
- Collaborate with internal teams to ensure successful solution delivery.
- Represent AOC Connect at regional meetings, industry events, and trade shows.
Qualifications
- Bachelor’s degree in Business, Marketing, or related field (MBA preferred).
- 7+ years of business development or sales experience; government/defense
communications background strongly preferred. - Proven success developing new markets and managing complex sales cycles.
- Excellent communication, presentation, and negotiation skills.
- Ability to travel regionally (up to 50%).
Preferred
- Experience with DISA, DoD, NATO, or similar organizations.
- Existing regional network and multilingual capabilities (English required; French, Arabic, or German a plus).
Network Engineer – DISA & Network Testing Support
- Location: Remote
- Reports To: Sr. Project Manager
- Clearance: DoD Secret preferred but not required
Position Overview
AOC Connect is seeking a Network Engineer to support all aspects of network testing, validation, and integration, with an emphasis on Defense Information Systems Agency (DISA) circuit testing and coordination. The ideal candidate will play a key role in ensuring performance, reliability, and compliance of circuits supporting Department of Defense (DoD) customers and mission partners. This role involves end-to-end testing of DISA-provisioned circuits, coordination with DISA and internal AOC Connect teams, and maintaining detailed technical documentation throughout the testing and acceptance process. The engineer will also support broader network testing activities across AOC Connect’s enterprise infrastructure.
Key Responsibilities
- Perform testing, validation, and acceptance of DISA-provisioned circuits and services (NIPRNet, SIPRNet, MPLS, etc.) to ensure operational readiness.
- Coordinate with DISA, carriers, and internal AOC Connect engineering teams to execute circuit activations, modifications, and troubleshooting.
- Support and document all network and circuit testing activities across AOC Connect’s customer environments.
- Analyze circuit and network performance using tools such as iPerf, Wireshark, and SNMP-based monitoring systems.
- Manage and track circuit requests, provisioning updates, and test documentation through DISA tools (e.g., DISA Storefront, TMS, DITCO).
- Validate configurations and connectivity to ensure compliance with DISA, DoD, and AOC Connect standards.
- Develop and maintain technical procedures, test plans, and acceptance criteria for circuit and network testing.
- Collaborate closely with Network Operations, Cybersecurity, and Program Management to resolve issues and ensure timely delivery of customer requirements.
- Support quality assurance and performance reporting for network testing activities.
Qualifications
- Education: Bachelor’s degree in Information Technology, Network Engineering, or related field or equivalent experience.
- Experience: 3+ years in network engineering or telecommunications, with a minimum of 1–2 years supporting DISA or DoD environments.
Technical Skills
- Proficiency with network testing and monitoring tools (Wireshark, iPerf,
SolarWinds, etc.) - Strong understanding of TCP/IP, routing protocols (BGP, OSPF), and WAN
technologies (MPLS, Ethernet, T1/T3, OCx). - Experience with Cisco or Juniper routing and switching platforms.
- Familiarity with DISA provisioning, testing, and acceptance procedures.
Certifications
- CompTIA Security+ CE, CCNA, or equivalent.
- Strong analytical and troubleshooting skills.
- Excellent written and verbal communication, especially for technical documentation and coordination with DISA and internal stakeholders.
- Ability to multitask and prioritize effectively in a fast-paced operations environment.
- Team-oriented mindset with the ability to work independently when required.
Preferred Qualifications
- Experience working with DISA systems and processes (DISA Storefront, TMS, DITCO, GSD).
- Familiarity with DoD and DISA compliance requirements (STIGs, CJCSI, or related frameworks).
- CCNP, JNCIP, or other advanced networking certifications.
- Experience with government or defense network environments.
